Georgia adopted the 2024 International Residential Code as its state minimum standard one and two family dwelling code, then deleted Chapter 1, the part of the model code that holds the permit rules and the list of work exempt from a permit. That chapter stays in the book only as a guide local governments can use when writing their own procedures. The practical result is that Georgia sets no statewide fence permit exemption and each local government writes its own.

Pool fence requirements in Georgia

Georgia's public pool rules set barrier requirements but draw a wide line around home pools. The scope rule excludes a private pool, hot tub or spa serving a single family dwelling and used only by the residents and their guests, and it also excludes apartment complex pools, country club pools and subdivision pools open only to residents. A barrier at a Georgia home pool comes instead from the state minimum standard residential code and from local ordinance.
